Allows Michigan legislature to suspend salaries of members acting unethically or absent.

The bill amends Michigan's state constitution to allow each house of the legislature to suspend part or all of the salary and expense allowance of a member who acts unethically or is excessively absent from regular sessions. This action requires the concurrence of two-thirds of all the members elected and serving in that house. The reasons for the suspension and the votes of the members will be recorded in the journal. The bill also establishes a State Officers Compensation Commission to determine the salaries and expense allowances of state officers, including members of the legislature.
