Prohibits the use of school aid funds for the operations of public universities in Michigan.

This bill amends the Michigan state constitution to prohibit the use of school aid funds for the operations of public universities. It specifies that the state school aid fund, which includes certain tax revenues, will only be used for aid to school districts, higher education, and school employees' retirement systems. The bill also guarantees that local school districts will receive at least the same per pupil revenue for school operating purposes as they did in 1994-95, adjusted for changes.
