Establishes a panel to rate and recommend salaries for heads of principal executive branch departments in Michigan.

The bill amends the Michigan Public Acts of 1986 to create a Department Head Salary Panel. Each party in the House and Senate appoints a panelist to rate the quality of work and cost effectiveness of department heads. Panelists cannot rate those whose salaries are constitutionally fixed. The House Fiscal Agency calculates recommended salaries based on panelists' ratings and transmits them to the governor, legislative leaders, and committee chairs. Panelists serve without compensation but may be reimbursed for expenses.
