Allows school districts and intermediate school districts to use capital outlay funds.

Amends the Michigan School Code to allow school districts and intermediate school districts to use capital outlay funds. Requires these entities to develop five-year capital outlay plans identifying needs for new construction or improvements. The plans must consider factors like investment in facilities, safety, and sustainability. The Department of Education and the Joint Committee on School Aid will review and prioritize these plans, which will then be included in the executive budget recommendation.
