Michigan HB6142 amends the Public Utilities Commission Act to require the commission to approve tariffs, rates, or contracts between data centers and electric utilities only if they include a decommissioning plan. The plan must include financial assurance, such as a performance bond, letter of credit, or escrow account, with an amount not less than the estimated decommissioning cost. The commission reviews the financial assurance every three years.
