Allows alternate members to serve on Michigan planning commissions in certain circumstances.

This bill amends the Michigan Planning Enabling Act to allow for alternate members to serve on planning commissions. Alternate members can be called to serve in the absence of a regular member or to reach a decision on a matter where a regular member has abstained due to a conflict of interest. Alternate members have the same voting rights as regular members. The bill also outlines the appointment process for alternate members and regular members, including terms and qualifications.
