Michigan HB5765 amends the state's vehicle registration laws to introduce a miles-traveled tax for electric vehicles, self-charging hybrid electric vehicles, and plug-in hybrid electric vehicles. Owners or lessees of these vehicles can choose to pay either a flat tax or the miles-traveled tax. The miles-traveled tax is calculated based on the number of miles driven in Michigan, with an option for a daily enrollment fee for out-of-state miles. The Secretary of State will contract with an account manager to administer the tax, ensuring cost-effective and accurate billing.
