Abolishes immunity for firearm manufacturers from liability to local units of government.

It specifies that a political subdivision cannot bring a civil action against a person who produces a firearm or ammunition, except in cases of breach of contract, expressed or implied warranties, or product liability. The bill also includes provisions for federally licensed firearms dealers, such as requiring them to provide safety information and secure storage devices with firearm sales.
