Michigan HB5556 amends sections of the Natural Resources and Environmental Protection Act to allow industrial construction permit applicants to purchase wetland credits. The bill directs the Department of Environment, Great Lakes, and Energy to promulgate rules that reduce the preference for on-site mitigation, allow flexibility in mitigation ratios, and consider additional ecologically beneficial features. It also allows for the restoration of previously existing wetlands and the creation of new wetlands under certain conditions.
