Allows individuals to sue for monetary damages and attorney fees if their permit is denied after exhausting administrative remedies.

The bill amends the administrative procedure to allow individuals who have exhausted all administrative remedies to sue for monetary damages and reasonable attorney fees if their permit is denied by a state agency. This change applies to both affirmative and negative final decisions or orders in contested cases. The bill does not require filing a motion or application for rehearing or reconsideration unless agency rules mandate it before judicial review.
