Allows qualified individuals to submit statements to parole boards and grants parole to medically frail prisoners.

This bill amends the parole process in Michigan by allowing qualified individuals, such as victims of violent crimes, to submit written statements to the parole board before a hearing. It also allows parole for prisoners deemed medically frail, ensuring their placement in appropriate medical facilities and subjecting them to electronic monitoring if necessary. The parole board must consider these statements similarly to victim statements and cannot base parole denials solely on marital history or prior arrests without conviction.
