Michigan HB5428 amends the school aid provisions to allow virtual instruction days. It sets rules for virtual courses, including enrollment, capacity limits, and quality standards. A primary district must enroll eligible pupils in up to two virtual courses per academic term. If a provider's capacity is exceeded, a random draw system is used, subject to antidiscrimination laws. A primary district may deny enrollment for various reasons, such as insufficient course quality or exceeding cost limits.
