Michigan HB5420 amends the Public Health Code to require hospitals conducting drug screens to assist in diagnosing drug overdoses to include tests for substances determined by the Department of Health and Human Services. These tests must not include patient identifiers, are confidential, and exempt from freedom of information act disclosure. Hospitals must report test results to the Department of Health and Human Services, which will use the data to publish a report on substance trends and risk factors.
