Michigan HB5393 amends the unemployment insurance laws to modify the waiver process for improperly paid benefits. It allows claimants to apply for a waiver if the improper payment resulted from an administrative or clerical error by the unemployment insurance agency. The waiver can be granted if the claimant pays full restitution within a specified period. The bill also limits the number of hardship waiver applications a claimant can submit in a year and requires the unemployment insurance agency to notify claimants of waiver decisions.
