Michigan HB5312 amends the school choice enrollment process for nonresident pupils. It modifies the tuition rates for nonresident pupils based on the operation cost per capita. For grades K to 6, the tuition cannot exceed 25% more than the operation cost per capita for pupils in grades K to 12. For grades 7 to 12, the tuition cannot exceed 12.5% more than 115% of the operation cost per capita for pupils in grades K to 12. The operation costs and membership figures of the preceding fiscal year must be used, excluding moneys for school sites, construction, equipment, and bond payments.
