Expands the definition of "veteran" to include those who served in the NOAACOC or USPHSCC.

Amends the definition of "veteran" to include individuals who served in the National Oceanic and Atmospheric Administration Commissioned Officer Corps (NOAACOC) or the United States Public Health Service Commissioned Corps (USPHSCC) and were discharged or released under conditions other than dishonorable. This change ensures that those who served in these federal uniformed services are recognized as veterans for the purposes of state identification cards and other benefits.
