Modifies the definition of video service in Michigan law.

The bill amends the definition of "video service" in Michigan law to include video programming, cable services, internet protocol television, and open video systems provided through facilities in public rights-of-way. It excludes video programming provided by commercial mobile service providers. The changes apply to video service providers authorized under Michigan law.
