Requires referral of children with elevated blood lead levels to the Early On program.

Amends the lead poisoning prevention program to require referral of children under 6 with elevated blood lead levels to the Early On program administered by the Department of Lifelong Education, Advancement, and Potential. The bill also mandates annual reporting on lead poisoning screening and expenditures, and requires educational materials and a technical assistance system for health care providers.
