Introduced Text

Michigan HB4821 regulates drainage fees, requiring municipalities to maintain separate accounts and report expenditures.

Michigan HB4821 amends existing law to regulate drainage fees imposed by municipalities. If a municipality's drainage fee generates over $10 million or 5% of its general fund budget, it must create a separate, segregated account for all revenues. Expenditures from this account must be for costs directly related to the service or regulatory purpose of the drainage fee. Municipalities must annually publish detailed reports on their websites, including a breakdown of expenditures and evidence that the fee is proportionate to the service provided.
