Michigan HB4770 regulates rental application fees and prohibits pre-tenancy fees.

Michigan HB4770 amends the Landlord-Tenant Act to regulate rental application fees and prohibit pre-tenancy fees. Landlords may charge a rental application fee for background screening, but it must not exceed $50.00. If a landlord denies a tenant's application, they must refund the fee within 60 days. Landlords are prohibited from charging any pre-tenancy fee, which includes fees for securing or reserving a rental unit before a lease is signed. Violations of these provisions are subject to civil fines, with escalating penalties for subsequent violations.
