Michigan HB4656 amends the state's transportation law to prohibit the complete closure of roads and bridges during construction unless no other feasible method exists. The bill allows for full closures only when necessary and mandates that such closures be completed as quickly as possible. It prohibits closures that would cut off the only access to or exit from a community, except when the only alternative access is regularly closed due to railroad crossings.
