Establishes a water affordability program to ensure water bills are affordable for low-income households.

The Michigan Water Affordability Act creates a program to ensure water bills are affordable for low-income households. It defines "qualified customers" as those with household incomes at or below 200% of the federal poverty level. The act mandates an "income rate program" to cap water bills based on household income, with different caps for different income levels.
