Chamber Passed·9/10/25

Michigan HB4349 allows cities to contract for private road maintenance or improvement projects through special assessment districts.

Michigan HB4349 amends the state's home rule act to allow cities to enter into contracts for private road maintenance or improvement projects. The city's legislative body can authorize such projects by creating a special assessment district. More than 50% of property owners along the road can petition for these projects. Costs are spread among property owners based on frontage. The maintenance or improvement program cannot exceed five years unless a new special assessment district is created.
