Establishes the office of the state employee ombudsman to investigate complaints about state departments and agencies.

The bill creates the office of the state employee ombudsman within the legislative council. The ombudsman investigates complaints about suspected violations of law, conduct that endangers public health or safety, and mismanagement of public funds. The ombudsman can initiate investigations or respond to complaints. The ombudsman must report findings to the complainant and the legislative council, which can forward the report to the involved department and complainant. The ombudsman must consult with the department before publicly criticizing it.
