Requires legislative approval for governor's overseas travel funded by taxpayers.

Amends existing law to mandate that each instance of overseas travel by the governor, funded by taxpayers, must receive approval from the legislature through a concurrent resolution. This resolution must be adopted by a majority of members in each house through a record roll call vote and include details such as travel dates, locations, and purpose.
