Michigan HB4238 amends the Michigan School Code to regulate public school agreements and grants with certain foreign countries of concern. Public schools cannot participate in agreements or accept grants that constrain their freedom to contract, allow foreign control over curriculum or values, or promote agendas detrimental to U.S. safety and security. Before entering cultural exchange agreements, schools must share details with federal agencies concerned with national security. Agreements promoting detrimental agendas are prohibited.
