The bill creates an office of tenant protections within the executive office of housing and livable communities. The office will enforce minimum standards of fitness for human habitation, inspect residences, issue orders of noncompliance, hold hearings, and issue fines for violations. Final decisions on noncompliance are subject to judicial appeal. The office will operate concurrently with the commissioner of public health and local boards of health.
