Massachusetts S963 directs the Secretary of the Executive Office of Housing and Livable Communities to create regulations allowing municipalities with populations between 65,000 and 150,000 to prioritize affordable housing for local residents. This preference applies to privately assisted housing and housing subject to inclusionary zoning requirements. The preference must be in effect for at least 30 years from the creation of the tenancy.
