Establishes the Massachusetts Rental Voucher Program to provide rental assistance to low-income households.

The bill amends the General Laws to establish the Massachusetts Rental Voucher Program (MRVP), administered by the Department of Housing and Community Development. The program provides rental assistance to eligible low-income, very low-income, and extremely low-income households through mobile and project-based vouchers. The department can require administering agencies to submit payment standards for approval if they are less than 100 percent or exceed 110 percent of the fair market rent. Households must have a net income not exceeding 80 percent of the area median income.
