The bill amends the General Laws to establish the Massachusetts Rental Voucher Program (MRVP), administered by the Department of Housing and Community Development. The department can require administering agencies to submit payment standards for approval if they are less than 100 percent or exceed 110 percent of the fair market rent. Households must have a net income not exceeding 80 percent of the area median income.
