The bill establishes a Communities for a Sustainable Climate Program to provide financial assistance to municipalities for reducing greenhouse gas emissions and increasing carbon sequestration on natural and working lands. The program includes grants, loans, incentives, and expedited permitting. The Secretary of Energy and Environmental Affairs sets eligibility requirements, which may include adopting municipal tree retention policies, natural resource protection zoning, and municipal procurement policies for wood products.
