The Blue Communities Program incentivizes local action to reduce nutrient pollution and ocean acidification in the ocean, coastal waters, fresh waters, and watersheds. The program provides financial assistance to qualifying municipalities and local governmental bodies. To qualify, a community must adopt five of nine initiatives, including a liquid hazardous waste program and a fertilizer bylaw and lawns program. The executive office administers the program and may integrate it with existing programs. The executive office also establishes the Blue Communities Fund to finance the program.
