The bill creates a drought management task force within the Massachusetts Emergency Management Agency. This task force will collect and assess technical information, facilitate coordination among agencies and the public, and recommend drought responses to the secretary, the secretary of public safety and security, and the governor. The secretary may order water conservation measures, including limits on nonessential outdoor water use, based on drought severity to protect public health, safety, or the environment. Cities and towns must enforce these water conservation restrictions.
