Exempts zero-emission and near-zero-emission rail infrastructure projects from environmental impact report requirements.

The bill exempts projects involving the construction or upgrade of zero-emission or near-zero-emission rail infrastructure from the requirement to produce environmental impact reports. This applies to both rail vehicle infrastructure and power infrastructure. Zero-emission rail infrastructure supports rail services producing no exhaust emissions, while near-zero-emission rail infrastructure combines a conventional engine with a battery.
