This bill amends the net school spending cap for districts moving out of the lowest 10 percent. If a district is no longer in the lowest 10 percent, the net school spending cap shall be 9 percent, unless the district's net school spending was above 9 percent in the year prior to moving out of the lowest 10 percent, in which case the cap shall remain at the actual spending level. The bill also specifies that the state treasurer shall not deduct the tuition amount from the district's state school aid.
