The bill amends Massachusetts law to expand student opportunities in career technical education. It modifies the approval process for vocational-technical education programs, allowing them to be approved regardless of duplication within a region if there is a demonstrated labor market need and insufficient capacity within existing programs. It also allows cities or towns to offer vocational technical education programs in their municipal high schools if approved under Chapter 74.
