Establishes credible service for bypassed police officers and firefighters in Massachusetts.

The bill amends the General Laws to allow eligible police officers and firefighters in Massachusetts to receive credible service credit for periods they were bypassed on a civil service hiring list. Eligible officers and firefighters must have been on a hiring list, bypassed for someone with a lower rank, granted relief by the Civil Service Commission, and accepted the first available permanent appointment. They must also contribute to the retirement system at the rate they would have earned during the credible service period. The act takes effect 90 days after enactment.
