Massachusetts S2738 amends Chapter 164 of the General Laws to introduce a new section 1L, effective January 1, 2025. This section prohibits suppliers, energy marketers, and energy brokers from executing new contracts for generation services with individual residential customers. Exceptions are made for government bodies that aggregate residential loads as part of municipal load aggregation programs. Violations of this section are considered unfair and deceptive acts under Chapter 93A, allowing the attorney general to seek restitution, civil penalties, injunctive relief, or other remedies.
