Massachusetts S2565 requires municipal police training committees to develop and establish blue envelopes in their specialized training curriculum every five years. These envelopes provide written information and guidance on effective communication between police officers and individuals with autism spectrum disorder. They also include instructions for easy access and can hold a person’s motor vehicle operator’s license and registration. The Department of State Police, in consultation with relevant organizations, will design these envelopes.
