The bill creates a special commission to assess and address challenges facing public libraries and digital resource collections. The commission will study cost trends, consumer use and satisfaction, legal opinions, and actions of other states. It will also examine the impact of licensed electronic literary resources and recommend legislative and executive actions to support the sustainability of digital collections, better support library users, uphold the public's access to diverse resources, and protect patron data privacy. The commission will submit a report by October 15, 2025.
