Massachusetts S2101 allows municipalities to impose a surcharge on natural gas use to fund methane emissions reductions. The surcharge applies to all properties in the municipality served by gas companies. The surcharge amount is capped at 25% of all gas service charges. Qualifying residential customers may be exempt from the surcharge if they meet certain income criteria or receive a means-tested discounted rate. The collected surcharge funds are deposited into a separate Emissions Reduction Fund.
