Establishes a Literacy Tax Credit for individuals helping others gain literacy in Massachusetts.

The bill creates a Literacy Tax Credit (LTC) for individuals assisting others in achieving literacy in Massachusetts. Qualified individuals, known as Literacy Sponsors, can receive a tax credit ranging from $750 to $2200, subject to adjustments based on inflation. The Massachusetts Department of Education will set standards for literacy training and sponsor qualifications. A Literacy Training Lesson Program will be established, and participants will receive a Literacy Certificate upon completion.
