The bill creates a Fresh Start Program within the Executive Office of Public Safety to assist young adults under the age of 25 in removing negative consequences of past offenses. The program will allow individuals to request updates, removals, or anonymization of past stories published online. A Fresh Start Coordinating Council will identify best practices, establish guidelines for reviewing applications, and recommend media outlets for changes.
