Massachusetts S1304 amends Chapter 40 of the General Laws to allow school districts to establish and appropriate reserve funds for unbudgeted costs. These funds can be used without further appropriation and must not exceed 10% of the district's annual net school spending. The reserve fund balance cannot be used against required municipal contributions to net school spending.
