The bill creates transit improvement districts (TID) to generate revenue for expanding transit options. Municipalities or groups of municipalities can establish a TID by developing a program plan and holding a public meeting. The plan must include a financial plan, a management and operational plan, and a fee structure. The Massachusetts Department of Transportation will provide 25% in matching funds. Users of the transit improvement program will pay a fee, which cannot exceed 5% of total program costs. Property owners within a TID must provide a minimum of 25% of the program costs.
