The bill establishes medical panels for the probate and family court department to assist in determining medical issues in cases involving guardianship, conservatorship, or custody of minors or incapacitated persons. The chief justice, in consultation with the Massachusetts Medical Society, will recruit and maintain a pool of physicians to serve on these panels. Panels will examine relevant medical and other records, assess the minor or incapacitated person, and issue a report with findings.
