The bill creates a Reserves Scientific Advisory Council to oversee the designation and management of forest reserves in Massachusetts. The Council will consist of eight members, each an expert in various fields such as forestry, forest ecology, nongame wildlife, endangered species, plant ecology, climate, soil or watershed science, and forest management. The Council will submit a biennial report to the governor, describing the condition of each reserve, outlining actions taken, and making recommendations.
