Establishes a special commission to study and recommend changes to special education funding in Massachusetts.

The bill creates a special commission to investigate and study state funding of special education services in Massachusetts. The commission will examine the chapter 70 funding formula and the special education circuit breaker program, and investigate ways to improve state funding of special education services. The commission will submit its report and recommendations for proposed legislation by March 6, 2026.
