Massachusetts H5346 allows the City of Westfield to convert one seasonal license for the sale of all alcoholic beverages not to be drunk on the premises to an annual license. The converted license will be subject to all provisions of Chapter 138 except sections 17 and 17B. The licensing authority may not approve the transfer of the converted license to another location but may grant it to a new applicant at the same location if the applicant meets certain conditions.
