Regulates junk fees in rental housing and advances housing production in Massachusetts.

This bill regulates junk fees in rental housing and advances housing production in Massachusetts. It limits upfront fees to the first month's rent and a security deposit equal to the first month's rent. It prohibits additional fees for renewing leases, substituting parties, or increasing security deposits during occupancy. It also restricts fees for attorney's costs, key and lock purchases, and other optional services unless agreed upon in writing by tenants. The bill aims to advance housing production by identifying greyfields for redevelopment and repurposing underutilized land for housing.
