Limits annual rent increases in Massachusetts to the Consumer Price Index increase or 5%, whichever is lower.

This bill aims to provide housing stability by capping annual rent increases for residential units in Massachusetts. The limit is set at the annual Consumer Price Index increase or 5%, whichever is lower, for a 12-month period. Certain units are exempt, including those in owner-occupied buildings with four or fewer units, units regulated by a public authority, units rented to transient guests for less than 14 days, units in educational, religious, or non-profit facilities, and units with a certificate of occupancy issued within the last 10 years.
